This is basically a living quarters district for the residents of Radiant Garden. At one point during the second Heartless outbreak, it was also the residential location of a powerful wizard named Merlin. When the Heartless left the worlds, he just up and left without a word, but his former home is still used as a side building for the town's Restoration Committee. The committee has moved to a much larger building at this point, so the house isn't used much these days.
