I actually found a magazine for Lolita and Gothic costuming at Waldenbooks last week. It had patterns and great photography in it, but I didn't have the $20 to buy it. I'm trying to learn how to draw the fashion style with all the ruffles and details like that.

Well, there's your problem. You don't make it out of homemade crap. You make it out of fabric and thread and sew it as if you're making regular clothing that happens to look funny.
That's the biggest reason that so many people have lousy cosplays; they think they can throw it together in an afternoon out of what they have laying around at the moment.
Fast, cheap, well made; those are the three ways you can make a costume. The problem is that you can only have two of those things at a time. Assuming that one always wants a costume well-made, that means you have to choose between cheap and fast. If you want it cheap, you have to wait for sales on the necessary materials and bide your time collecting them. If you want it fast, you have to buy the necessary materials now and hang the cost. Just how it works. Buying crappy materials because they're cheap and available right that moment means that you sacrifice the well-made. Garbage in, garbage out, as they say.
