Oblivion Cipher is a freelance Ninja organization. The leader of the Oblivion Cipher is unknown but through a large variety of secondary organization leaders, the network coordinates efficiently.

Branded by the Ryu Order as "traitors" the Oblivion Cipher embraces freedom and independence. They accept freelance missions from any organizations, with the exception of the IOW Federation, unlike the Ryu Order.

Even though publically the IOW has nothing to do with the Ninja, infact they pursue them with an incredible tenacity, Oblivion Cipher intelligence has concluded that they have frequently used Ryu Order on several occassions.
