how do go about earning a higher rank?

You must do something honorary to or for your pack! You must do something gracious for your pack. Only then may you be rewarderd. Numerous things may apply, such as ALWAYS going to Friday Meetings, Protecting another when in danger, Showing loyalty to your Queen, etc.
