Basically, Sauron's forces have 3 main commanders, all refered as the "mightiest servant of Sauron" but, who does deserve that title for real?

personally I think the Witchking of Angmar deserves that title considering that Saruman is more of a puppet, and the Mouth of Sauron is more of a messanger

Sauruman was origanally a pure istari. He takes the place that Sauron once held as Melkor's (Morgoth) puppet/ side kick. The mouth or sauron on the other hand is simply that, a messenger, much like the metatron is said to be God's mouth to mankind. The witch king is the true military leader of Sauron's army. He was orginally a king and general among men, and so has the military exsperice.

They're each the "mightiest" in their own way as they each serve different purposes.
Saruman had his own power, and Orthanc which became a satellite to Barad-dur. Through Saruman, Sauron could extend his reach into Rohan. For a time at least, Saruman could also act as a spy for Sauron in the counsels of the Wise and gather information through his agents that Sauron might otherwise not be able to attain. Saruman's treachery and knowledge of ancient lore made him doubly dangerous to the White Counsel, and thus Sauron "mightiest" servant.

The Witch-king was Sauron's mightiest warrior on the battlefield. His very presence struck fear into the hearts of his foes and after all, no living man could kill him. He was very much Sauron's second in command. Even without Sauron, the Witch-king did quite a bit of damage as the ruler of Angbar. So he was definitely Sauron's single mightiest warrior and general.

The Mouth of Sauron was really just the "mightiest" messenger of Sauron, so he's not really that important.

Overall, I have to agree the mightiest of the three is definitely the Witch-king.
