With the success of the Social Welfare Agency in Italy, the American government after many years of trying finally got the plans and needed information to build their own young girls fitted with cybernetic implants as agents. These young girls between the ages of seven and fourteen that where in horrific violent accidents, or other problems preventing them from leading normal lives. Those in charge of training and taking care of them are males that are call their handlers, the handlers are in charge of training and taking care of the girls, also in charge or rewarding and punishing them due to the success or failing of a mission. The mission can range form a simple tailing of a target but can be as complicated as an assignation of an entire group. The team of handler and girl are call fratello, or bother. The handler is responsible for the training, welfare and field performance of his charge, and is free to use whatever methods he considers suitable. While these methods vary according to the handler, a common part of each girl's regimen is brainwashing called "conditioning," which produces a deadly assassin with unquestioning loyalty to her handler.
