I guess that depends on why they were suspicious.
Some humanoid figure in a black cloak is a hell of a lot more mysterious than someone with blatant mouse ears.

What more, they're wearing black coats during the summer!
And the people who aren't wearing black coats, still have on a lot of clothes....
It would make more sense to wear a black hooded bikini....
