This is where we not only decide how to involve ourselves with other Guilds, but other Guilds representatives come to discuss issues and request law. This is also where it is decided whether a law that is passed will be Skyscribed or not; and in the event of needing to publicly declare anything to any Guild, Skyscribing is allowed or not.
