It's set in the future when Japan is an empire again, and the main characters are a paramilitary group called "Section 7". They are the blackest of black ops, the ones that are called when everything goes wrong. They come in and clean it all up, and generally solve the problems.
There are two types of episodes, direct tie in episodes called "complex" episodes that have a plot running through them, and "stand alone" episodes that are just that, they don't have anything to do with anything except to use the characters.
There are two seasons. The first season revolves around the "Laughing Man" and his exploits and subsequent hunting and capture. The second season (Second Gig in the anime) revolves around the "individual eleven" and a plot that threatens Japan and the world.
I've watched both sets through about five times. And it's a very complex show.
