You see a tower of black metal, electricity coursing along the outer rim in the distance ahead. This is where the raikage and anbu offices reside and is the main source of the clouds that cover the village. It has gained a constant source of energy from creating lightning clouds, that then fire lightning back down, powering the cloud generators and is the marvel of the shinobi world as the first self-sustaining source of energy.
1st floor: Academy rooms 1-203
2nd floor: Academy rooms 204-300
3rd floor: Raikage's office and quarters.
4th floor: Anbu training and office.
