Well it is hard to tell. It may seem like the leaf village is teh strongest, but thats only because that it is the main village in the show. Im sure other villages like the sand and sound villages have just as strong ninjas. Expecially the sand village. but we have only gotten to see 3 of their ninjas in action.
So its hard to say.

humm hard to say but the strongest villages would be Leaf, and Sand for shure and also Sound

Its really hard to base an opinion on it besides just by observing the select few that we've seen that are actually from different villages. Seeing how strong they are. But a select few don't show the entire villages strength. So based on what iv seen so far, i think leaf is the strongest. They are filled with strong ninja but have thier fair share of weak ones. And based on the talents of gaara, kankuro, and tamari, sand is pretty strong. I myself have only had a taste for a few others.
So i guess i vote for the village hidden in the leaves.

its really hard to say which village is strongest. the leaf village has all the main characters, so it would make sense to say that its the strongest.

It is the village of the mist/water. I remember seeing an episode where during the graduation thing, the students were pinned against eachother in a fight to the death. This makes the strongest rule over the weak. Sound familiar? The spartans did the same. But eh, this is just opinion.
