Actually the bone structure in his face is similar and if you put quins hair on him... but who knows I could be totally wrong.
most people do get in trouble when they're younger lol.

Even when he was younger he didn't look like that

It's more about facts
The fact is that it's clear that guy is not Quinn

that guy shows up a million times in those mugshot diary videos
and he looks nothing like Quinn:/
And in... I think recent pictures of that guy... he looks really creepy messed up sad
