The user is able to take water from his surroundings so that he can use water jutsu. He can also take lots of water at once by expending more chakra. He can suck the water out of an opponent but the process takes a while. In about a minute, enough water will be removed from the opponent making it very difficult to fight (as if the opponent is in the desert and hasn't had water in days). After this point, the opponent has difficulty breathing because his throat/mouth is dry. Then, the opponent becomes incapacitated and can't do much anymore. Eventually the opponent will die of dehydration if he does not escape. The user can take it all the way and make the opponent's body turn to dust. The user is also able to use a suicide technique, by releasing all of his chakra at once (killing himself) to drain all the water around him. Anyone within range will instantly turn to dust.
