Probably draw names at random. Nobody knows who's getting them anything. You then go to one of the shops and buy your "target" a gift. Of course other items could be used too, such as free av edits, sigs or what not.

Well, I have some advice now that i've gone over things.
Easiest place to catch: Bas'ken Lake
Not so Hard/Easy: Port of Gambino
Hardest: Durem Reclamation Facility
Once you attempt to catch a fish, you have two-three more times in the same spot before moving on.
More later as I obsess over this tonight!
