The fact that Shinn lost nearly all respect for Athrun when the Freedom and Archangel got into the Second Bloody Valentine War seems to have been covered up over two years by some mysterious factor, then? -shrug-
The thing is, if we have the sniper aiming and then cut it off, everyone knows what will happen, to some extent. Someone's going to get shot. Kira's almost an unknown, and so are most of the people present. The only notable people would be Lacus and Cagalli, and Lacus being shot at again just sounds dumb to readers. Wouldn't the logical conclusion be Cagalli?
At that point, the redundancy of cutting it off is evident. And the PHASE comes up short.

i see your point Kalaeris. And you know what? i like the way you are thinking about it. Maybe it could end with [Shinn] saving Cagalli....then the next episode begins with the news on tv, showing Cagalli's assasination?

i believe it is, we finish the ceremony. everyone starts walking outside. then you see a sniper aiming at cagalli. shinn sees the sniper, and goes and saves cagalli. then phase 1 is finished.
phase 2... we can start it off by sort of "recalling" the assasination...and we can do stuff like point out the camera man at the time and such. then there can be like the official announcement from Cagalli reassuring ORB, or something similar to it. and it can also be the EA debut.
....that was the assumption i had before....anyways....
