Depending on the IRC client, there are methods of notification. Since I leave it logged in all the time and sometimes all the IRC channels are boring/dead, I have a notifier pop-up anytime "erik" "fami" or "famicommie" are posted.

It's a perl script used by irssi. irssi is a Linux client, but it works real handy in cygwin. Dunno if the scripts are supported in a Windows environment, though. Different API and all that jazz. http://www.irssi.org

I believe that Pidgin has an IRC client, and I'm pretty sure that you can make it play sounds on every new post. http://www.pidgin.im

Routers can be kind of funny about incoming/outgoing. For instance, I can recieve dcc downloads but I can't send them. Every bittorrent client ever has told me that necessary ports are closed even when they are open. What matters is whether or not your s**t works; cgi tests can be inaccurate.
