I don't really think much about this, but I believe it is not mainly the parents when they buy it, but the parents when they don't teach the kids to really know any better. My parents taught me very well... a little too well. I am that creepy law abiding citizen because of them.
They shouldn't really go by age, but really a maturity rating...
like on intelligence or something...
