I have sneaking suspicion that rape statistics in Japan are higher then what they are saying. I have a feeling most rape victims never come forward because it would shame their family so they just stay quite. If you look at most Anime or Manga that looks at slice of life they make it fairly obvious that train molestation is a pretty common occurrence. Two examples of this is Great Teacher Onizuka, and Shin-chan there are more but its been a while since I have read or watched them.
