Why don't you try checking out the Profile Discussion in the GCD? There are tons of tutorials there for CSS and editing profiles!

Personally, I don't know anyone who does profiles for less than 40,000 gold miniumum. But, look around here and you might find someone selling profiles for cheap!

Yep, I designed my profile myself. I love to code CSS. If you are looking for a cool profile, there are a lot of people who will make them cheap, and tektek.org has a lot of cool free ones!
