That's on purpose. Ken Akamatsu created both characters and made them very similiar. Difference are:

Shinobu does not have antenna on her head, is unselfish, cares about her friends and helps them out. She's also an awesome cook.

Nodoka has antenna on her head, tends to be selfish, and her friends help her out. She doesn't cook.
