Cyrus was the most admirable villain. :l
He had the traits of a true tyrant. He cared not for anyone that followed him on for his selfish misguided goal. He wanted them all the perish in the new universe he was to craft. Team Magma and Aqua were just cults that wanted to rebuild the world in their vision but didn't look the consequences while carrying out their goals. Team Rocket was simply the pokemon version of the Mafia.
