They're drops that come from the aquarium fish cuttlefish after they die. You can either sell the drops as they are or open them for items.
Though, you won't always get cuttlephones from the drops. There are a lot of different things you can get from it.
It probably un-equips it because those two items don't layer together, a lot of items un-equip each other because of that problem.
Please look at the original thread date before you post in it, that thread you posted in in the GCD was made in March.
But to answer your question, the cuttlephones came from the cuttlefish drops. You can just buy a pair in the marketplace for 5k.
