Well I'm not sure if you've read the books- I haven't, but the second movie deals more with a revolution, backed by previous survivors of the Hunger Games. That'd kind of count Cato so it'd get kinda conflicted since he'd be against the Capitol's decision to put the winners back in the games but he's supposed to fight off [whatever we come up with, some underground resistance force from the outer districts in the capitol] to protect your muse. ~~CONFLICT~~
