I especially need help with the hands. And suggestions for BGs too >.<

Wow. I think you're getting better. Only problems that I really see are a few issues with anatomy. If you're going to have the arms and legs that long then the torso will have to be a little longer as well. I also think the head should be a little bigger. But you're really improving. Drawing people takes awhile to get the hang of and hands are especially hard. I still have problem with them and usually save them for last. sweatdrop

I like the design of the character though. The cape is nicely drawn. As far as a background I would need more info about the character to really help you out with that one.
