Idk why Gai is still in a wheelchair. Maybe he's given up on being a ninja.
As for Sasuke? I don't think he wants another arm. He's probably content with having one arm lol. Maybe he thinks he doesn't deserve a new arm. Idk.

after he opened the 8th gate and did his attacks his foot turned to ash because of the use of th 8th gate.naruto didnt get there in time.sauske dosnt want 1 bc he's a dumbass ?

His body most likely was to damaged to deal with having his foot repaired and that his body was to badly strained for him to lead a normal shinobi life. on top of that Naruto's arm is a remodeled zetsu limb as stated. Sasuke tho I hear he learn how to manifest a susanoo arm where his use to be so he may find that to be a better use.

Because plot armor.

Naruto still had to become dadruto so he couldn't have a handicap that wasn't emotional. Everyone else doesn't matter apparently so they can just suck it up and put on a pained smile.

According to one of the novels, Gai still does his ninja thing.
He just does it in a wheelchair now.

He hops around the village from roof to roof.

So. He wasn't completely screwed by the ending.
