Michael and Janet were really close, but Jermaine was there by Michael's side throughout his whole life and not only for Michael, but for all his siblings and he took care of all of them...

Each sibling in that Jacksons loved one another in which they alone can understand.
In what we the public sees, I would have to say Janet 100% because whether a part or together you could see their special bond they have. From how the react to one another to their music and their clothing. I adore watching them talk about one another and seeing those rare moments.
