From the Doctor Who website:
Rose Tyler returns for Series Four.
Following a series of unconfirmed reports across the media this morning, we're delighted to officially confirm that Billie Piper will return as Rose Tyler in Series Four of Doctor Who.
Anything you may read elsewhere about when, how or for how long Rose returns to Doctor Who should be treated as pure speculation at this point.
Post your thoughts and stuff!!!

Now that I think about it, I don't think Rose should be brought back. I mean didn't the Doctor say that the universe would tear itself apart if they talked?
I think it's a cheap plot trick. I mean come on have the Doctor move on already!!!

I agree. I don't think they should do it. When Rose left, it seemed very final. The door was closed/the bridge was burned. It was over. I can't imagine how they can bring her back without it being very disappointing and hokey. I agree - let the Doctor move on!

Personally, I was rooting for Mr. Copper to take the next spot. At least then we wouldn't have to deal with all the emotional angst and/or snogging every other episode. sweatdrop

I actually wanted Martha to stay on.
Series 3 was the first one I watched, really watched at least, and I grew attached to Martha quickly.
But I do believe it will be interesting to see Rose back. And, I think there is more to it than meets the eye. Some sort of nefarious plot? I dunno. We shall see...damn...I still have quite a while before Doc Who starts on Sci Fi here. sad

This is off Wikipedia: Series 4 details David Tennant is confirmed to star through to 2009. However, during the second half of 2008, Tennant is committed to a Royal Shakespeare Company production of Hamlet. After the 2008 Christmas Special, three Bank Holiday specials have been commissioned to air throughout 2009.[14][15] The programme will then return in 2010 with a fifth full series. Russell T Davies has suggested that the programme is expected to follow this pattern, of full series interspersed with occasional year-long breaks, for some time into the future.[16]
The Doctor will have three companions in the fourth series: Catherine Tate will reprise her role as Donna Noble, who was first introduced in "The Runaway Bride", for all 13 episodes;[17] Freema Agyeman (Martha) will return mid-season for five episodes,[18] and Billie Piper will return as Rose Tyler for three episodes.[19] Agyeman will also appear in three episodes of Torchwood.[20] John Barrowman confirmed that he will return as Jack Harkness in series 4.[21]
In the Doctor Who Confidential episode for "The Sound of Drums", Davies stated that it had always been his intention to bring back classic icons of Doctor Who one step at a time: Daleks in series 1, Cybermen in series 2, and the Master in series 3. He has also stated that he is not finished and will continue reviving villains from the original series.[22]

I am concerned about the return of Rose since I can only think of three ways that she may be written into the series again (Rose is viewed in flashbacks, Rose nearly destroy space and time by returning to our dimention, rose sends the doctor some telepathic message (sort of like the old call of gallifrey)).

hmmm Maybe it is a story set a little bit before she met the ninth Doctor? thusly she isn't in a parallel universe? It is a speculation or Maybe their is a parallel Gallifrey and a parallel Doctor she uses a parallel TARDIS and goes to the time when she, mickey and The Doctor broke a whole in the fabric of reality and followed him back through?

NOTE: IF U HAVE NOT SEEN SEASON 4, READ AT UR OWN RISK! SPOILERS!
i think that the doctor should totally get over rose and i loved donna she would have been the perfect companion for him.... and she was so nice near the end. i also think that rose wants everything. i mean she gets a fake doctor, but she cant be happy with that she has to have the real thing when donna and martha get nothing.....

(Spoiler alert)
I Have to say i loved rose in the first season but i found that I started liking her less and less as the show went on, and, after seeing the end of the fourth season i can say i really didn't like her in it, I mean apart from her rather distracting lisp she was just like a completely different character! Please don't take this the wrong way, i really loved rose i cried when she left in season two! But this new rose is just not for me.
That being said i was happy that the doctor and her finally got some closure.
