http://www.smackjeeves.com - What I use! Fairly decent templates, could be fully customizable if you like. Best place to be if you're a Shounen-Ai/BL/Yaoi comic artist (they get the most favs... D: ).

To make a comic itself, I guess you'll have to trust your own drawing abilities. It's hard to find a good tutorial on sequential art. There are a few floating around dA, but I don't recommend any of them.

what is NOT safe about these sites is ppl can steal your work unless you have a copywright protection on it they cannot steal it,
just because it has a copywright doesnt mean the drawings cannot be saved or copied to a computer~ it just means no one can steal your idea otherwise you can sew them~
posting your art anywhere on the internet including pictures can be stolen or copied,even if there is some sort of picture block in the site
Everything made in North America (and probably some other countries) is automatically copyrighted even if you don't include the little (c) or anything like that. That just means that people can't use/distribute your work without your permission.
You'd need to prove that you're the original creator in case of a dispute, so what you should do is put some watermarks on your images (either hidden, somewhat visible, or even both). In some cases, you could even hide them in your comic/manga. For example, if you had a school setting, maybe some of the desks and stuff are vandalized a little bit (like they are in real life). Y'know, some people carve "MIKE WAS HERE" in the desk or take a marker to the bathroom and write "G UNIT". You could write something like "This was created by [me]" really small somewhere... y'know, just slip it in there so it doesn't really stand out - so it just looks like some ordinary background stuff. It would be something no one would notice until you specifically say "look at this reeeeeeeally closely". If it was too obvious, the thief might just edit it out.
Anyhow, this is a risk you take when you post anything on the internet. Anyone can steal your writing, artwork... even your name and the identity you've set up for yourself. Dozens of people have already stolen my games and animations since they're on a popular site like Newgrounds. The best thing you can do is watermark your art and hide your name in there a few times.
