Hokay, I know you're not finished yet, but your thread caught my attention so I had to make a few comments. ^^
Your history is good and it's a very nifty concept. However, here's the question I want you to think about as you start to flesh out your concept: Why are you bringing this Vadataj back as a Fa'e? Fa'e come back for a "second chance" of sorts, to make right a wrong or to get revenge for being wronged unfairly (just to give you a few examples). In your example, you make it seem like the Vadataj is worthy of her death. What you always have to remember about death is that death is a punishment. The Vadataj was punished for her crimes of leading people into the forest. Why does she deserve a "second chance"? As a quester – especially since there's going to be a lot of competition when it comes time for the writing contest – you have to make it so people empathize with your character, and in some cases possibly even sympathize. People who read the past life of your Fa'e have to say "They deserve a second chance" not "Well it's a cool concept... but why are you bringing back someone who's already paid for their sins?" Do you see what I mean?
Secondly, all of your powers are taken by other Fa'e. Shapeshifting is VERY common, and so is the ability to talk to animals. Being able to create illusions is something that I believe Aylee may have requested for Solo only. You'd have to check with her. You've also chosen a sort of demonic creature to base your quest on, and I'd be careful of stepping on Kali's toes with Roth.
As a suggestion, you might want to look at other creatures that stalk follow people around or lead them astray that don't resemble demons or shift into animals. Might be safer. ^^

A lot of cultures have very different ideas of demons, so there are a ton of things considered demons. It'd be rude for me to assume to ban them all, or even any of them. If someone was using a demon from Hell, I might want to talk to them just so we don't go contradicting each other, but for a forest spirit/demon, I don't see any sort of problem or relation there.
Otherwise, I agree with our Sheepcat about fleshing out why this particular spirit would be reborn.
Also, maybe some powers that are more closely related to her forest habitat? As Sheepcat said, animal shapeshifting is overdone with the fa'e. Aylee can't claim ALL illusion powers, but you'll also have to specify yourself exactly what kind of illusions your fa'e can use - only on her own appearence, only on or in a forest, only to confuse and disorient people? Get very specific with powers, especially for a field as broad as 'illusions'.
