Okay. Critique time!
1) While I love the story of the Crystal Heart, I do not think that it a Fa'e makes. It's a lovely story, really it is, but I don't think it'd make a good candidate for a Fa'e.
Airi can only choose so many spirits. What would make her choose the spirit of a man scorned by love and then shattered? While what amount of magic something had to have to MAKE a Fa'e is unclear, it doesn't appear to be of any significance.
2) Elf ears? Please, tell me why this is important. I don't see the significance in having pointed ears, either, and your excuse for hearing better makes no sense either. Ears do not need to be pointed to hear better - and why would he need to hear better to begin with? I noticed he can't talk...But that doesn't have anything to do with his need to -hear-
As for his personality, you seem to be very lacking in detail. Ngai, to me, seems to be a very flat character. Quiet, troubled - kind of gives off this "Brooding, mysterious" type thing that is too played up most of the time.
Even being a personification of a broken heart doesn't mean that everything said character does reflects that. Where are his weaknesses? His strengths? What does he enjoy doing? How does he react to others? WHY Does he not like to be around people? Why does he try to get away from them?
I'm just not getting a strong sense of character and you seem to just be playing on the fact that he was a broken heart in his past. Yes, the past is important and influences - but this is a new life. They're not going to be as they were then. Their past life, at least that young, would not be such a burden for Ngai to have.
History:
Yes, copy and pasting from a website is well and good - but that's not enough! Legends aren't always right. They're changed and molded and quite honestly I think the story, while the fisherman does play an important role, is more about the mandarin's daughter. It does not give any insight onto who the Fisherman really is.
Write HIS history. Not just tacking on your own little ending to the story - really write it. What was his life like? What happened from HIS point of view?
What I do like:
Quite honestly, there's not a whole lot of concept here for me to do too much. He needs to be fleshed out more - but I do think some things are fairly interesting.
I like the crystal power. It fits well, at least. Seeing other people's pain is also fitting - so at least his powers are fitting and something that isn't present in the current Fa'e (At least, I think)
But honestly I think your concept needs a lot of work. When all someone can find in a concept is that they like the powers...it's time for an overhaul.
