So my SoulSilver team right now (I Like Changing It )
I have all eight badges (yay me)
My Pokemon Team as of right now:
Pidgeot (switching in Lugia once i find it)

Great in game team! But where is your starter? O_O
Also you might want to balance out your levels. sweatdrop trust me lv 40 won't cut it for the elite four.
Also since you already have pidgeot Lugia isn't the best choice inless you will use him for physic mainly
And you might want to evolve haunter. Trade with a friends I guess : P

Level 40 for the elite four is....doable, but OH MAN will you need items. x.x SO HARD. XD I'd say go for at least 47 or so team average.
Lugia's a beast. 680 stat total and can both hit and take hits like a beast. I'd rather you run him over Pidgeot, who has a neutral to fighting. Not that Pidgeot isn't awesome, I love mine, but if you are going for one main flier in main-game, go for Lugia.
Venusaur also has a lot of potential- if there is a move rememberer, I would say that it would be awesome for you to get Leech Seed again. I laughingly tried it on Lance to see what I could get away with.
And then I realized I could tank Dragonite with Leech Seed. ._. ...monstrous move.
Haunter- Oh, how I love it. Hypnosis and Dream Eater are sooo fun in main game, but Hypnosis is cruel. OH! That reminds me. SLEEP POWDER on Venusaur, swapping into Haunter. SO GOOD.
Gyarados- Love it. Only thing I'd say to consider if possible is swapping Whirlpool when you can out for Waterfall. Waterfall is Physical and so is Gyarados.
Okay, so that still leaves two spots.
Ampharos- SO GOOD. Starts off with purely electric stuff, but gets status stuff AND Signal Beam later. Good cleanup and has a very nice movepool. Can take hits but more importantly, be your cleanup crew. Easy to raise too.
I would advise Aerodactyl, but that one is completely up to you- it's a MONSTER if you give it Rock moves, toss it E-quake too and you've got a physical rock/ground/flying hit factory. Only problem is that it's annoying to farm in the Ruins of Alph and that it's a glass cannon.
Alternatively, I would suggest raising up the Dratini you get from Blackthorn City, if you got the Extremespeed one. That thing will serve you VERY well. Otherwise, I'd suggest a solid fire-type.
Just some thoughts!
