Rights not enumerated means a right to have a gvt free health care?....well luckily the current plas is to keep the private sector health providers intact. so thats not an issue. Still I think one of the non enumerated rights is the right to fair access to essential services. Gvt collusion with insurance companies and the legal structures that protect their position violate more rights than a public insurance scheme.

No it means if not mentioned it is the people's and the states' responsibillity. in their entirity they are ment to keep the goverments role small.
