or some members go away then remember this place and come back for a decent anount of time.

If our typical regs are gone for a while, that should be given an excused absence of sorts. Hence the hiatus list, I'm assuming?
However, that member list certainly could use a bit more cleaning out. I haven't seen a lot of those names posting in a really long time, if at all.

 As for banning inactive people, you could check their profiles too, to see when they last logged in (if that's possible, and it could confirm their inactiveness).
Also, those you ban could always ask to join back as well. Right?
Cuz you could put that in the 'reason for being banned'.
just a thought....

I think that once you clean out the members list you should install a warning thing. Like do a monthly check up and those who haven't posted since last month get a warning PM if they don't post a week after that and arn't on the hiatus list then you should ban them. That is after your done banning all the inactive people right now.
