No, Ansem is standing outside of Riku. RIku is passed out on the ground. The collective vote said no to Riku turning into Ansem, so they're sepearate.
(How? Plot device. Ansem magically made a body out of... concrete. Yes. That's my story and I'm sticking to it.)
