Power Level is how much controll over your powers, that you have. And how powerful they actually are. You're as powerful as my mesurement sais you are, up to date. However, there's no way anyone could control thier powers than they already do. Thus, your power level will not raise much in you maximum state.

I won't ever use my max unless I need to. Dirk and I are good friends. If he wan'ts to use his full power then by all means let him. But I don't use my full power cause I want to push myself to be stronger faster and skilled without having to use my max."
