Kageko nodded and left the office quickly, closing the door behind her. She hoped that she'd get a chance to speak to the Hokage before she and Luo had to leave. There was something that she had to make sure the Hokage knew. Of course, he might already know of it if any of the ANBU had spotted her training, but for what reason would the ANBU pay any attention to her? Besides, it was best to make sure.

As Kageko left the office for the time being, Luo collected the contract and signed it as well, dating it and stamping it with the seal of the Mizukage. Placing it in his pocket, he waited patiently for what Akira had to say. In truth, he didn't know what it was going to be about, but he was interested in what was to be discussed while he was there.

"To be honest, since the last Mizukage and with me now as Mizukage, the land of waves has not had a problem with rogues. As for why Yun is here, I have no idea. I sent the boy on a mission to the rock village a week ago, but if Jedi's here then that most likely means they are cleaning up some mess of sorts. As for a man named Okami, I do not know one. The only man I knew with a name close to that is Oroami, the nindaime Mizukage. He's a very peaceful person and in truth I don't think I've ever seen him once raise a hand to fight. If that is who you are referring to, something or someone must have really done something to coax him into making such a big dent in your village. My I ask what or who that might be?"

"As of right now, its classified, but since word will get out anyway." he said as he sighed. "It has seem that Mikyo has been reborn, but its not him. It's unclear what his motives are, but i looks like him abit. And then....it doesn't." Akira said as he stood up and looked into the gorge. "But, anywho, in my past experiences, I have watched this village be attack by rouges and watched other villages be destroyed by them as well."

Sighing a bit, Luo looked out of the window as he nodded as if to agree. "Yes, well the mist has suffered four attacks by rogues in the past few months unfortunately. Although they're eliminated from the country-side, we seem to be attracting rogues from other villages. As well as this, I recently killed a man disguising himself as a rock shinobi who attacked my village. I don't doubt that if we were attacked by an imposter, so were other villages as well. To me, it seems as if a distant orginization is planning to turn allied villages against each other. Who they are however, is unknown to me." Luo mulled over the thought of Mikyo being alive. If this was true, then he would definitely have to stay on guard.

"In my mind, it rings as an Akatsuki plot. In the course of a few years, members of the leaf have been able to infiltrate Akatsuki. I have a feeling that if they are behind the attacks, they are using it to cover up whatever else they are planning. Which leads me to think of the last major war that took place in the Mist against the Cloud. The decided factor being the destruction of the Cloud." Akira said remembering the night he had his hand in the destruction even if he wasn't the one that pulled the trigger, he didn't stop it from being pulled. "I have decided to call open season on all rouges to exterminate this problem once in for all, but I would need to speak to the leaders of all 5 of the Great Countries."

As Luo's gaze returned to Akira, his head shook slightly. "To be honest, I already have informants in the akatsuki as we speak. If the attack was from that orginazation, I would've known of the attack before it was to even occur. This has been done by a completely new faction, and warrants serious investigation on our parts. Rather than killing all rogues we come into contact with, I suggest restraining and quite possibly torturing them until we gain the information we need on this new group. If they know nothing, then they can be killed, however I doubt none of the rogues out there know absoutely nothing. But as for the extermination of rogues, I will agree with you there completely as long as we have time to find out this new organization's whereabouts and goals. Until then, I suggest we simply hang back and rally the other nations into agreeing on this plan as well."

Akira thought back as he looked at the Mizukage. "It's Raiden. He recently started up a new group of shinobi outside of the law, could there be a chance that it is his group that is doing this?"

Shakng his head once more, Luo rested back a bit more in his chair. "Raiden is a mist sannin at heart, he wouldn't do anything to harm his home village. Not only that, but he was the former Tsuchikage when they had the large rock slide which collapsed the village. If it was Raiden, I would've known the rock shinobi he sent to me since most of the village's survivors took refuge in the mist village. It has to be someone else, and the only rogue alive I know that might have something to do with it is Ryugan. He showed up in my village ready to attack and then left just as quickly during the rock shinobi attack. He's been the cause of two of the attacks on the mist village, and in one instance was subdued and nearly killed by Raiden; giving me further proof that Raiden is not the culprit. I have a feeling if you capture Ryugan, you may get answers to the questions we are asking here right now. Of course this is all hypothetical, but even if he didn't know anything, I don't think getting him out of the way could do us any harm in the long run."
