I don't think it's a sibling love. Just because they bicker a lot?
There is a relationship for this, it's called LOVE-HATE RELATIONSHIP.
Not all relationships have to start with 'Zomg, I have a crush on him, we are going to get together for the rest of our lives--' kind. Relationships take time to build, and Ichigo has a special place in Rukia's heart.
Blushing, kissing, things like that don't need to be there to show that someone has romantical feelings to another. :/
I just wanted to clear that up...well, that was all my opinion....
Anyways, back to my luff for IchiRuki. :3
They match perfectly together, and the fact that both of them changed each other's lives, destiny, is a big thing. Rukia, without a seconds hesiation. would give up her life for Ichigo, who was a complete stranger back when she lost her shinigami powers. Ichigo, Rukia, they both would give up their lives just to protect each other, and both of them know just the thing to make them free from regrets, worries, and pain.
Not only that, but both of them believe in each other. When Ichigo was informed that Rukia was 'dead', he said 'I don't believe it', and believed that she will be alright, and she will be alive. Their trust for each other is great.
I could write more, but my fingers kinda ache...anyways, in short....

SweetRinSohma i love this couple, I konw loads of peopel like Ichigo and Orihime together, but I think Ichigo and Rukia all ready love each other, I mean it might not count for much but Rukia sort of lives in his closet
IchiHime is the 52nd favorite pairing in Japan -.-
IchiRuki being first of course stare . But at least UlquiHime ish seocond ^3^
