I see what you're saying. So, to sum up, even if Fay gets his left eye returned and turns back into a human, he will never go back to being the person he was before his eye was eaten, right? Personally, I think that Yuuko was speaking in terms of Fay as a person - his personality, if you will. He might never go back to being the happy-go-lucky, teasing mage we knew in the first 16 volumes, but when you think about it, it's really not all that surprising or sad.
Fay has noticably changed and grown as a person since we - and Sakura, Syaoran, Mokona, and Kurogane - first met him in volume 1. Up until his eye was eaten, Fay went from just sort of "being there for the ride" and helping where he could just because he had nothing else to do, to truly caring for everyone in the group and helping because he genuinely wanted to. He unconciously allowed himself to open up and let people in, even though he said he didn't want to hurt anyone because they got involved with him. When Fay's eye was eaten and he was turned into a vampire, he was noticably less "smily" and cheerful and carefree about things than he was before. Yes, he retained those caring, almost "motherly" aspects, but only towards Sakura and Syaoran (and Mokona): He shut himself off from Kurogane and tried as hard as he could to keep him at a distance.
And, as expected, Fay's continuing to change. I've noticed that since Celes, he has become more supportive of Syaoran, and is actually opening up again. He's even starting to tease Kurogane again (albeit less often than he used to)! And while we're not getting that 24/7 smily-happy-goofiness that was there before Acid Tokyo, when Fay smiles, you can tell that they are a lot more sincere. He might not be the person we knew before all this trauma and bad happenings, but it's certainly for the best.
So when Yuuko said that Fay will never go back to being the man he was, I believe she was referring to Fay in terms of his personality - she was "speaking metaphorically," as you said.

Oh I get it! I was taking it literally. The English book didn't make that clear but now that I look at the online scanlation and...you told me, it's all clear. Lol. mrgreen
