i say that pervertiveness is ok and good for manga, it makes it funny, hot, interesting, and..... well just makes it a bit better.

It is a need, however even I have to admit, it has to be a realistic pervyness. There are times where some animes make it seem to pervy and unrealistic (Witchblade, etc). When it crosses that point its like it was made for a henta*.
