Jon-OH fur actually grows from hair follicals found IN the skin... the lack of skin does not preclude a lack of hair gland. I'm certain that a lack of skin would also include a lack of everything that's found in/on skin, so no fur. As the song says, "That's what keeps his insides in" so we can safely deduce that if a cat did not have his skin, there would be more things to worry about instead of whether or not it's furry.

Well, if the cate basically only had skin to cover up it's general torso and belly area and everywhere else the hair grew out of the muscles it would probably look almost right*, be creepily moist to the touch, and let out blood curdling screams any time you started to pet it.
...on second thought it would probably have big patches of fur missing where there arent muscles over the bone like most of it's head other than it's face and large parts of it's extremities.

Ok, how about the kitty has had all of it's hair removed, and woven into some cat-clothing, and then it's skin is removed, and then the cat is put into it's pajamas made from it's own hair?
And it's been made to be all fuzzy like on the outer surface-
...and magically the inner surface doesn't rub the cat's organs raw.
