Well he - or Crabbe, truly, if memory serves - did destroy a Horcrux. And, of course, he has money backing him. Don't assume that the Ministry will suddenly become un-corrupt. It's the Government, after all.
I think Draco would have made good governor, because he seemed, to me, to care about Scorpius more than Lucius cared about Draco. Or maybe that's just the fangirl in me...
Anyway, he was under 18, yes? So they'd be more likely to forgive him. And I think Harry would help bring the Malfoy name back into higher standing, after everything that happened, because Harry's a good person, and... that's what good people do.
And if Harry Potter says 'He was on our side', people will listen.
