Effect - Forgotten Heart: As Rose plays a creature she may double the creature's normal printed starting energy, paying the additional cost.

Looks: She has a pale green skin tone. She has long green hair, with black thorns surrounding her hair and her red gown. These torns are connected by a black rose that's on the right side on her ear. She wears black shoes.
I'm going to guess that the Shadow Dagger would be counted as a rare, soo... All of your starters are rares. That is really out of the ordinary and a little unbalanced. I'd suggest keeping one rare and make the other two something else. Blight doesn't seem to fit with the character from what you've given, so I'd suggest changing that one out.

I'm not sure if I worded the Effect properly, but it sounded like Dreamwarp, so I tried to write it in that fashion.

No, since if I remeber correct dream warp only involve reducing energy or adding by one. The effect I am trying to do is different.

And I said it was "like" Dreamwarp. And with certain cards you can dreamwarp for about 7 or 8 energy. As much as I tried to word the Effect with clear text while staying as brief as possible that ability had the best way of putting it since you seem to just want either 100% or 200% energy on a creature and nowhere in between. But I guess I could tweak that line a little...

I'll try to explain more clearly.

Your listed Effect, from what I made of the text, sounded SIMILAR to Dreamwarp, not exactly like. With a few cards like Radiant Spring you can alter the amount of energy a creature can Dreamwarp for beyond the one. Because of this I worded the text on the card in a similar format to Dreamwarp.

Also, because your text indicates to me that when Rose plays a creture it can come in with its normal starting energy (i.e. 4) or double starting (i.e. cool by paying the cost (again, cool without having the option to play it anywhere in between (5, 6, or 7). Thus, with a bit of tweaking Dreamwarp's text made the best template which is why I used it.

Jeez, I just realized I had no starting hand cards for my mage. sweatdrop What would be a good card to put as his starting hand? I was thinking something like "Any Universal Relic" and that's it, but I'm not sure. ^ ^;

Wow, those two effects are really powerful, and an energize of 8. As is with Dedicated Specialist you can thoroughly abuse Abwyn's Quill and other relic combos. I just happen to like the quill.

Zarja, there are three Magi in the game that Energize for more than 7. All of them have a Starting Energy less than 10. Being Dual Region is INCREDIBLY powerful, and being able to pick which regions you want to be even more so. There's a reason why certain Dual combinations haven't been printed. Can you imagine what would happen if you gave a d'Resh Magi access to Cald Relics? What about a Naroom Magi getting ahold of Orothe? Let's not forget the fact that you're giving this guy the second highest energize in the game and having him start off at 20 Energy. The fact that he can't play cards outside of his chosen regions is irrelevant. He won't need to. If you want this guy to have any remove chance of being balanced, cut his energize in half.

ZarJa, that second effect is really powerful. If you were to pick d'Resh for one of your regions and had 3 d'Resh relics out you could play the majority of the illusory creatures for 1E and have yourself a giant wall of blockers for relatively no cost.

For one, I'd recommend naming the Effect. Second, I would reword it so that it says: "If you have at least one relic from one of your chosen regions in play your creatures of the same region cost one less energy to play to a minimum of one".

Then I would follow TM's advice and cut down that massive energize.
