clearly he isn't tellin'... I think he's probably just making up a term to describe you... thus we must make up a definition for it.
Obviously a Quincy is someone who is occationally all Loli-fied, and othertimes actually attractive.

A quincy is a group of Hollow, kinda like "bad spirits" but not completely, exterminators dedicated to the cause. Their main weapon was a bow and spirit energy arrows. The last of them have been exterminated save one. Their colors were blue and white as well. -nod-  Best I could find

Wow, I'm completely compelled to explain that, not even a noticable urge to hold myself back...
The Bleach type world explanation~
Well, spirits that aren't guided into the afterlife will linger around on earth until the generally evil type emotions have grawed at them and in a flash of excruciating pain they all but cast away the now crippled aspect of their former selves. At this point they have become a hollow and will seek out strong spiritual energies of humans generally resulting in more dead people who will eventually become more hollows.
Some people, however, can fight off that transformation and by rejecting it so will awaken as shinigami (death gods,) these generally go around 'killing' hollows and sending non-hollow spirits to a poor-people's type heaven type area where they won't have to worry about things like becomming hollow and generally don't even need to eat (though water is still important.)
Because they are sending these souls to heaven where they won't have the chance to become shinigami the regular way there is also an extensive academy there for recognizing souls with potential.
Hrm, what else- oh right, the thing about quincy is that they just snuff the hollows out of existance rather than send them to be judged based only on what they did while 'alive' / they were pissed off that despite all the destruction they caused it was all forgiven in the autmoated judgement thing the shinigami did~
Most other supernatural humanoids are explained as groups of humans similar to the quincy but with glaring differences (the current story arc deals with a type of soul-vampire.)

It's a planet seed- after a proper period of maturation (it varies from planet to planet,) life-bearing planets will shoot those all over the place. If one manages to find a planet without life the whole thing lights up with the stuff.
Yay, we'll get to live on Mars after all! surprised
Well, that or it's a cave-snake ghost. Silly cave critters with their having no eyes or pigment~
