No, Marth's moves come out faster. Even if they didn't, they have remarkable priority, meaning they can break through plenty of moves. Trust me, Marth is a better all around character then Roy, especially if you learn to make use of the "sweet spot" at the end of the sword.
Today I put both Roy and Marth through thier paces for a comparison. Still the same result.
Marth is useless in a a multi-battle because his sweet-spot is at the end of the blade. In a full fledged brawl, everyone tends to be up-close-and-personal(Unless of course someone is playing coward and sticking to the edges of the level to wait for easy pickings). It sort of makes the end of the sword useless.
Again, compared to Roy, Marth is a stone. Sinks like a stone, moves like a stone. He's slow. Roy is faster, and his moves hit quicker, and in a full brawl, his sword is lethal. When you get up and close as my friends and I do....things get really crazy. They forget all the time, you can't get close to Roy like you do to Marth. It's suicide to do so.
I want them to give Roy and Marth a bit more jumping power in Brawl. Both of them...just suck at jumping. They suck and getting back from a fall. It's frustrating.

It may just be your playing style. The way I play with Link, he's as slow as hell, but my brother can pull stuff off really quickly with him.
I play a lot more one on one than brawl, so I wouldn't know about that whole scenario, but it makes sense. And the only time I do play with a brawl is at the Temple because my friends are lame like that and don't like decent sized playing fields. That map is seriously over-sized, so it's never a true brawl.
I remembered what I wanted for Christmas! I need a new computer. Well, not a computer, but most of a computer. I need a new motherboard, processor, hdd, RAM, and video card. I think that's about it.
It might be my style. When I enter a battle I'm in the middle of everything. I don't always win because of that, but then again no one can accuse me of being a predator and not even joining into the fight. I don't care if I loose if the actual winner only won by being a coward. If I find an item I throw it. I almost never use items for their original purpose. I through everything...and because of that I end up blowing myself up once or twice per round.
I've seen people pull Link off very well. I actually hate fighting Link because everyone overuses him amongst my gaming circle. That and the people I fight stick to cherrypicking one to 3 moves with Link. Or...all except one. I have a friend who tries her best to use all of his moves in great variety.
I like playing at the different levels, but my gaming pals are no different than yours. They like to stick to the Temple.
I can't stand playing one on one anymore. It bores me to death. So instread I go to VS and set all the CPU's to level 9, and have fun immersing myself in a full brawl. It's fun. You really get a better sense for the strengths and weaknesses of each character by subjecting them to heavy mutli-player battles. Eliminating all items also helps.
Oh...you want to do what my brother did recently. Update all the hardware right? Just don't do his screwup. If you increase how much power is being used by the computer via new parts, be certain to buy a compatible power cord/box.

Temple is the best map, IMHO. And you have to all realize that some characters are just inherently better in that game. The speed/damage ratios for fox and falco are ludicrously higher then any other character.
