If you want good hosting, sign up with http://www.110mb.com ... it's also a free web host without ads, so you can make a website if you want to. Or you can just host all your files on it. But make sure you change the index file after you sign up (make it say something like "website under construction") otherwise they'll assume you'll never update it and delete your account after two weeks.

And I don't know about artists... I don't know what you define by "cheap," either, so I can't accurately give you a name and guarantee that you'll find it cheap.
