Practicing fortune-telling, magic and other superstitions is prohibited because it is a sin against religion. It is turning away from the means God has ordained for us and relying on other powers existing or not, to gain for ourselves an advantage.

These methods even if they do not produce any effect, is still sinful by the mere fact that we trust them. And even if these prove to work, the power behind may not be good.

Yes there are people whom God has entrusted powers of divination but He also provided for us means of knowing if a person's powers is from God or not.

There is a reason why God does not reveal to us the future. If we were to know what tomorrow will bring, we would not learn prudence, hope and faith. We should live our lives one day at a time. Just like in our Lord's prayer: "...Give us this day, our daily bread...". We do not say: "Give us for coming week, our daily bread". We are taught to trust God and worry not of what tomorrow may bring.

Tarot cards are against the Catholic Church. Tarot cards are considered witchcraft. I can tell you from experience that witchcraft leaves you with bad feelings. I went to a tarot reader at a The Renassaince fair not knowing it was witchcraft and I felt so uneasy in the room with all the books and cards and charts. So just stay away from ooji boards, tarot cards, spell books, or anything else relating to witchcraft. Yes some say that it's just for fun but alot of bad things are just fun that's how satan gets people to follow him.

Using tarot cards for fortune telling is an occult practice, so yes, it would be a sin. Even if the Church doesn't specifically say anything about them (not sure if they do or not), you have to ask yourself "Where is this power coming from?"

The same applies to psychic abilities. I know two people who can see spirits and converse with them. Personally, I don't think that extra senses are necessarily evil. My advice to them was: ask God if this is a gift from Him, or if it's something bad?

You just have to be careful because a there are a lot of powerful practices out there, and a lot of them can mess you up real bad.

This topic is quite interesting...
Someone said that when they went to confession the priest told them that it wasn't a sin? That is weird because a friend of mine that (who I believe is now completely Wiccan) was slowly drowing into practices of the occult from the Church, told me that when he went to confession, he confessed that he used tarots for divination and the priest told him that he should stop doing this because it will open up portals to hell and allow more evil to flood the world.

Someone else said that they went to a tarot reader at a Renaissance Fair.
Its crazy but one of my friends went to a reader at a Renaissance Fair as well. He is a Catholic but was seriously tempted by the idea of getting his fortune told; this was completely out of character for him. Anyways, I too became curious but for some reason it was as if God distracted me and kept me from going in with him... When he came out he was flushed and told me what the diviner relayed to him. "I'm not going to get much out of you because angels are protecting you."

Its weird but ever since then I've been totally open to beliefs of the supernatural. I know its my duty to stand in the light because the darkness can creep upon us if we don't protect ourselves with the armour that is Christ.
