Okay, I've got it.
There are two attributes: Speed and Evade. In the beginning, units will have evade based on this: Bangaa – 2; NuMou – 3; Moogle – 3; Humans – 4; and Viera – 4. This way, Speed is or should be higher than the Evade.
We'll continue calculating Chances of Hitting as we were.
How does that sound?
I'll add the Evade attribute to your characters stats. Then, I'll calculate to see if emerald charm's character hit or not.

EDIT:
4/5 = .8 * 100 = 80
Ayla has an 80% chance of hitting Leslie.
emerald charm rolled a 54, meaning Ayla hits Leslie.
I took the liberty of calculating the damage done, you can recalculate it if you like. I suggest you do, just to check me.
Leslie's DEF is 42, Ayla's ATK is 35.
42 - 35 = 7
7 * 2 = 14
14 DMG

Leslie's HP: 58
58 - 14 = 44
Leslie has 44 HP left.

Okay, for Shell and Protect:
Shell will multiply RES by 1.5
Protect will multiply DEF by 1.5
(Did I get the stats right? I'm always confusing the two spells)
I hope this doesn't confuse any one. If you have too much trouble with it, I'll change it.
