Scales isn't obscure, he was the main (sorta) villain from Adventures.

Scales not obscure but Kyte.. She was a baby CloudRunner in Dinosaur Planet and Krystal's sidekick. As far as I know she only appears now at General Scales Gallaon and also Cloudrunner Fortress. She was origanlly going to tell Fox about Krystal at CloudRunner Fortress. Which would explain how Slippy knew about her when returning the third Krazoa spirit. Second if you only count the ones Fox returns. Pretty sure. You have to press start and go to his option mind. So she is obscure now but not to the extent as some of the others on the list.
Most of the list aren't really that obscure. They ether didn't make it to the final version of the game or comic characters. Most StarFox fans will know about most of these characters. They are really only obscure if you haven't really looked into the background of the series.
Your confusing CloudRunners which it was I did a lot at first too. Mainly because sites say that CloudRunner is Kyte. The one Fox and Krystal rides isn't Kyte. Kyte is a Princess and a baby CloudRunner. That CloudRunner is male and an adult.
The only reason I know this though is because of information from the text dumb taken from Adventures which wasn't used in hte final version and also information on Dinosaur Planet. One of the trailers Krystal tells General on his galleon that she is rescuing Princess Kyte who he captured. On the text dumb the Baby CloudRunner talks and tells Fox about Krystal in the CloudRunner Fortress dungeon.
I think you meet her again on first save only mind. At ThornTail Hollow if you save her from the CloudRunner dungeon she appears at the top place above the shop. You can play the flute and she goes off to get one of those creatures that give you an extra life.
That's why she is obscure. Most don't realise which CloudRunner she really is. Easy to confuse thoguh since not much information on Dinosaur Planet was released.
