Cheshire. Mentally unstable, nuked a small country, tried to blackmail her own father, and is a consistent thorn in the sides of Oracle, Huntress and Black Canary, not to mention a major antagonist to the Teen Titans. She's a real sweetheart. Oh, and let's not forget that lovely little grin when her schemes are working! No powers, but oh what a diabolical little schemer!

Of course, Elektra used to be a villain, and since Frankie was herald to the Big G, she was considered one as well (Though she really doesn't have an evil bone in her body).
