Definately Spike. Angel's a coward when it comes to things like this. The moment he left Buffy at the end of season 3, I knew without a doubt that he wasn't right for her. If he truly loved her, he wouldn't have left her.
Spike stayed, and he proved himself over and over. He helped avert 3 apocalypses, 2 of those when he didn't even have a soul, which is something Angelus never would have done. He risked himself out of selflessness time and time again, almost always out of love. He continually puts those he loves first, he allows himself to be driven by his heart, even though it wasn't beating. He loves with every bit of who he is. True love is the essense of selflessness, of sacrifice. Angel had chance after chance to love Buffy and to stay with her, and he ran away every time. Spike never did, even when it threatened to tear him apart.
When Angel and Buffy spent that day together when he was made human by those demons, it was great. I thought for a minute that maybe they should be together. But as soon as he chose to take that day back, I knew again that he didn't deserve her. He was told that if he remained human, he wouldn't be able to protect her, and he was told that Buffy would die. But she DID die, after the 'sacrifice' he made for her, she still died. And where was he? In LA, miles from her, doing nothing to protect her. And where was Spike? Helping her, trying to protect her, protecting Dawn. Sure, he didn't save her, but at least he tried. Angel did nothing.

"You're not friends. You'll never be friends. You'll be in love 'til it kills you both. You'll fight, and you'll shag, and you'll hate each other 'til it makes you quiver, but you'll never be friends. Real love isn't brains, children. It's blood. It's blood screaming inside you to work its will. I may be love's b***h, but at least I'm man enough to admit it." - Spike
Spike's understanding about love is in truth how it is. How many times have you loved someone and its been butterflies forever? Hate has a thin line in love. Spike knew that. He knew it was passion.
I think Angel and Buffy were soulmates. But it was young love. A highschool romance. It wasn't.... REAL in the sense of anything truthful. Angel constantly treated her like glass... He never showed himself as he was to her. He never opened up about his pain to her. The darkest sides. When you love someone, you show yourself. You can't hide from them. You're suppose to be able to be yourself with them.
Spike never hid what he was. He felt he was a monster and he showed that to Buffy time and time again. But, despite the fact he was a monster, he had a passion, a will to love someone so much that he would do anything for them. He loved her unconditionally. He when through TORTURE for her. And when she she died, he wept for her. And when they brought her back, he was crushed and happy at the same time. As a character of tragedy, no one has seen the same amount of pain as Spike has in a series on TV.
Buffy, although you might say she's a b***h, went through her fair share as well. She had to deal with the fact that her firends judged her at every turn. I mean, what right did Xander have to judge her? He was going to marry an Ex demon. And then being the panzy that he is, runs from it and LEAVES her at the alter! How could he? Anya was devestated. I hope he rots in hell. Inconsiderate, hypocritical b*****d. To me, Anya and Giles always made more sense. But, getting back to Buffy.....
Everyone seems to forget she died, and then her 'wonderful' friends brought her back. She had to deal with that. And then of all people she turns to with the truth first... who is it... again? Spike. Tell me that isn't love and I'll refute it everytime.

Angel. You all have your points about Spike proving his love, and he and Buffy would be good together, but Buffy has always loved Angel. And if you think about it, Angel loved Buffy enough to leave her, as much as it was sad, he wanted the best for her. He knew that he could not offer her the life she deserved as a vampire, especially when if he had one moment of complete bliss with her, he would be evil again. He reverted time just so he could stay a vampire so that Buffy wouldn't always be worried about him when they fought with a demon or vampire. Angel may not show his love the same way that Spike does, but he really does care, enough so that he'd do anything to keep Buffy safe and happy.
